DAMA is explicit that you don't need a “senior executive” or “deep technologist” title to qualify; what matters is the depth of your knowledge, your applied experience, and the impact you've had in your role — but realistically, the 10-year experience bar means this level suits people well into an established data management career, not those newer to the field.
No, not as a formal, separate step. There's no requirement to “achieve” Practitioner first — you're aiming directly for 80%+ on the same Data Management Fundamentals exam plus two Specialist exams at 80%+, alongside the experience assessment. If your Fundamentals score lands lower than 80% on a given attempt, you'd be awarded whichever level your score does qualify for (Associate or Practitioner) rather than Master, but there's no mandatory prior certification you must hold before attempting Master-level scores.
