PSM II is built for practising Scrum Masters, Agile Coaches and Team Leads who already have in-depth, hands-on Scrum Master experience and want to formally validate an advanced level of Scrum mastery. It's the natural next step for anyone aiming at senior roles such as Senior Scrum Master, Scrum Master Coach, or Agile Transformation Consultant.
Scrum.org doesn't enforce PSM I as a hard prerequisite — there's no formal gate stopping you from registering for PSM II directly. That said, PSM I is Scrum.org's recommended certification before attempting PSM II, and in practice the exam assumes advanced Scrum knowledge and substantial in-depth Scrum Master experience. Almost every candidate who passes PSM II already holds PSM I and has spent real time running Sprints, not just studying the framework.
There's no hard number enforced by Scrum.org, but Scrum.org's own PSM-A (Advanced) training course — designed as ideal preparation for PSM II — is aimed at Scrum Masters with at least one year of hands-on experience.
